Complete the complaint form and select "Submit"

Looking for an update on the status of your permit?

Navigate to our permitting system Citizen Serve and log in.

Select “My Account”

Select “View My Requests”

Select the permit you are seeking an update.

Select the “Reviews” tab.

Note: All departmental reviews must be complete prior to issuing the permit. If a review line is blank, or has the status “Hold” please review any emails you may have received, or contact that department for next steps. A directory containing contacts for each department can be found HERE.

 

Looking for a Certificate of Occupancy for a new build?

Prior to requesting Final Inspections from the Building and Fire Depts, the applicant must go to Citizenserve and apply for a Certificate of Occupancy "permit" for their address, this is no charge.

This permit allows all Town Departments to review the property and make sure they have all the necessary information and paperwork in order so the house can be legally occupied.

After all the other Town Departments  sign off, then you can schedule Fire and Building inspections and upon passing these inspections, you will receive your Certificate of Occupancy promptly.

Demo Requirements

Are you starting a Construction or Demo project?  Mass DEP requires filing an AQ-06 10 days prior to the start

See below excerpt from DEP and form attached, proof of filing must be provided to Bldg Dept prior to start

The Construction/Demolition Notification Form must be submitted to the Massachusetts Department of Environmental Protection (MassDEP) for all construction, demolition, or renovation projects except those at residential buildings containing less than 20 dwelling units. (Note: the USEPA requires notification of demolition of any building except for residential structures with less than four (4) units.) This form must be submitted at least 10 working days before the start of construction or demolition work.

Concurrency period for 9th and 10th Edition of the State Building Code extended until June 30, 2025

The 9th Edition of the Building Code will apply concurrently with the 10th Edition until June 30, 2025. Building permit applications for projects utilizing the 9th Edition need to be filed on or before June 30, 2025. Applications received on or after July 1, 2025, that are based on the 9th Edition will not be accepted and will not be granted a building permit. Breaking ground on a jobsite does not need to begin immediately when obtaining a permit.  However, if breaking ground does not commence within 180 days of a permit being issued, the permit may expire unless extended.  See 780 CMR 105.5 for more information.   

 

Stretch Energy Code

The town of Salisbury adopted the Stretch Code is IECC 2021 with key MA amendments: 225 CMR Chapter 22 (residential) and 225 CMR Chapter 23 (commercial).

This Department provides the following services;

  • Issue Building Permits and conduct building inspections
  • Uphold the State of Massachusetts Building Code
  • Uphold the Salisbury Zoning By-law
  • Uphold the Salisbury Sign Bylaw

Building Permits are required for all work intended to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure.
