At the time this project is being sent to Massachusetts Central Register, the State of Massachusetts and Governor Baker have issued a statement as a result of the state of emergency issued pertaining to the Commonwealth’s response to Coronavirus.  The statement waives the need to have in-person bid openings to satisfy Chapter 30B.  The statement also mentions that bid openings still need to be witnessed, but may be witnessed through a recorded video or live streamed video conference.  Bids still must be sealed and only opened on video with the names and amounts bid read out loud as they would be at a typical bid opening. 

Sealed bids for construction of the Route 1 Sewer Project for the Town of Salisbury, Massachusetts, will be received at the Department of Public Works, 39 Lafayette Road, Salisbury MA 01952 until 2:00 PM prevailing time, on Thursday, June 11, 2020 at which time and place said bids will be opened and read aloud. 

The scope of work includes construction of:

Installation of approximately 18,000 linear feet of sewer mains in the roadways of Bayberry Lane, Jak-Len Drive, Lafayette Road / State Highway Route 1, and portions of Main Street and Toll Road.  Lafayette Road / Route 1, Main Street, and Toll Road are all Massachusetts Department of Transportation maintained roadways.  Approximately 180 linear feet the gravity sewer shall be installed via horizontal directional drilling at the existing bridge above Smallpox Brook on Lafayette Road / Route 1.

The project also includes the construction of three (3) new sewer pump stations.  Two (2) submersible pump stations are located on Bayberry Lane and Jak-Len Drive.  The third pump station is a flooded suction, dry pit pump station at 63 Lafayette Road / Route 1.  The dry pit side shall be a custom prefabricated coated steel structure with pumps, process piping, control panel and all other appurtenances installed by the manufacturer.  An 8” forcemain shall tie the pump station on Lafayette Road / Route 1 into the existing municipal sewer system.

Bid Security in the form of a bid bond, cash, certified check, treasurer’s or cashier’s check payable to the Owner, is required in the amount of five percent of the bid, in accordance with Section 00200, INSTRUCTIONS TO BIDDERS. 

Contract Documents and plans will be mailed to prospective bidders upon request.

The selected contractor shall furnish a performance bond and a payment bond in amount at least equal to one hundred percent (100%) of the contract price as stipulated in Section 00700 GENERAL CONDITIONS of these specifications.

Copies may be obtained for a fee by completing an order online or by calling 978-362-8038 for each set. Completed orders may be picked up at the office of Accent Printing located at 99 Chelmsford Road, North Billerica, MA 01862 (978-362-8038), from 9 a.m. to 4 p.m.  Copies may also be shipped to prospective bidders for an additional charge to cover handling and mailing fees. All payments for printing and shipping are nonrefundable. For addition to the project plan holder’s list to guarantee receipt of addenda, it is recommended interested bidders obtain the Contract Documents directly from Accent. Interested bidders will be prompted to register an email address with Accent to access the documents.

Contractors must be MassDOT prequalified in the following Class(es) of Work: Sewer and Water with a minimum MassDOT Single Class of Work Limit of $_______

*All bids for this project are subject to applicable bidding laws of Massachusetts, including General Laws Chapter 30, Section 39M as amended.

Prevailing Wage Rates as determined by the Director of the Executive Office of Labor and Workforce Development under the provisions of the Massachusetts General Laws Chapter 149, Section 26 to 27H, as amended, apply to this project.  It is the responsibility of the Bidder, before bid opening, to request if necessary, any additional information on Prevailing Wage Rates for those trades people who may be employed for the proposed work under this contract.

By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded after the opening of bids.

The Owner reserves the right to waive any informalities in bids and to reject any or all bids.
