Sealed proposals for the Driftway Complete Streets Improvement Project will be received at the Town of Salisbury, Department of Planning and Development, 5 Beach Road, Salisbury, MA 01952, until 2:00 pm on February 26, 2021 at which time and place a livestream link will be activated and the bids will be publicly opened online and read. The bid opening will be conducted virtually via livestream only. A link to the virtual bid opening will be made available at www.salisburyma.gov.

Sealed proposals sent through the mail shall be mailed to: Department of Planning and Development, 5 Beach Road, Salisbury, MA. 01952. Proposals sent through the mail shall be marked “Driftway Complete Streets Improvement Project – Bid Proposal”.

When dropping sealed bids off at the Town Hall please call 978-463-2266 or 978-273-9131 and someone will meet you at the door. Please do not put into metal drop box.

In general, the work of this project includes 560 LF of complete streets roadway modifications to improve pedestrian conditions and parking on Driftway in Salisbury, MA.  Roadway improvements include new curb and sidewalks along both sides of Driftway, pavement mill & overlay, drainage modifications, street lighting, a rain garden, minor landscaping, pavement markings, signing, and other incidental items.  Bike racks, park benches, and parking kiosk relocations are also proposed along the corridor. Notice to proceed for this project is anticipated by April 1, 2021.

The bidding for and award of the contract for this project are to be in accordance with the requirements of Massachusetts General Laws Chapter 30 § 39M. Bidders are on notice that this project is funded through the MassDOT Complete Streets program. This project is subject to the payment of state prevailing wage rates.

MassDOT pre-qualification is required for this project. All bidders must be MassDOT pre-qualified in order to take out “Official” bid documents. Contractors seeking “Informational Only” bid documents are not required to be MassDOT pre-qualified.

The Proposal Guaranty shall be in the form of either cash, bid bond, certified check, bank treasurer’s check, or bank cashier’s check, made payable to the Town of Salisbury in the amount of 5% of the value of the Base Bid.

A performance bond in the amount of 100 percent of the contract price and a payment bond in the amount of 50 percent of the contract price, will be required in the form described in the Information for Bidders.

Bid documents can be acquired via download free of charge at www.salisburyma.gov,starting on January 27, 2021.

A non-mandatory prebid conference will be held through a virtual meeting on February 10, 2021 at 10:00 a.m.  All registered plan holders will be provided a link to participate in the virtual meeting. Although optional, it is recommended that all prospective bidders have a representative in attendance.

The Owner may waive any informality or reject any and all bids.
