Minutes February 27, 2007

 

Salisbury Elementary School Meeting open at 7:15 P.M.

 

Members present: Charlie Mabardy, Mark Whitmore, Bill Spinney, Tim Lamprey, Susan Pawlisheck, Kendra Pike-Osgood

Case #07-001             191 Beach Road-Attorney Jack McElhinney, David Chilinski,

Request for 45’ height variance for aesthetic only, not for living space. Construction for 210 units in 4 buildings, on a 13 acre site, parking for 429, garages under, 60% open space, a bikeway and addition of lane on Beach Road for access to residences. 66 one bedroom units and 144 two bdrm units. Center sections of each building would require the height of 45’. Buildings will be N.E. style, multi colored with scaled height. Because of the topography of the lot, below floodplain, the base elevation must be raised approximately 2 feet, there would be a berm built up around perimiter to allow for proper drainage.

Board members questioned the possibility of just two floors to stay at the required height of 35’. Concerns with traffic, trash and snow removal.

 Applicant ; could still get 210 units with 3 levels but the appearance is less than desireable, or could make the site more dense to get the 210 units, this taking away some of the open space. Traffic studies have been done and on file with planning board.

Abutters:  Susan Pawlisheck of Atlantic Breeze Condominiums questioned the hardship. But believes the option presented better than the alternatives. Ron Laffley supports the aesthetic proposal over the options.

Letters from Economic Development and The Planning officeswere read, letters in support of the current proposed option.

Request for addition for handicap mother. To convert existing bath to ADA accessible and extend front room for a bedroom. Addition to be 14.9’ from street line

Case #07-005a           147 Bridge Road-Ron Laffley

Request for an exterior illuminated sign on building. Sign will be backlit not neon. Sign exceeds size limit.

Motion by Bill to approve sign per plan and to be shut off at restaurant closing of

10:00 P.M.

Case #07-005             68-70 No. End. Blvd.-Ron Laffley

Request to raze existing structure, construct new two family. To combine two lots. Roof height at 35’. Roof deck with a cupola for a stair egress would be 41’.

Abutter Mr. Antista of 59 Central concerned with the overall height.

Board concerned with 1st level becoming a potential third unit.

Motion by Tim to continue to 3/27/07 for site inspection

Request to raze existing two family and construct new two family. Roof height not to exceed 35’, roof deck with a cupola for stair egress would be 40’.

Case #07-007             105 Bridge Road-Brian Knowles, Apple Assoc.

No abutters present.

Request to raze existing building and construct 4-unit commercial. New building location would be 10’ front side and 34’ front. Because of wetlands and wetland replication building location limited.

2nd by Bill, Mark, Susan and Kendra in favor (Charlie stepped down-no vote)
