Meeting Began: 7:05 P.M. Salisbury Elementary School

 

 

Old Business:

Vanesse Hagen sign off of traffic issues submitted.

 

Review of stormwater locations and size of detention areas,

Units reduced to 52 structures to ensure enough area for detention ponds.

Units closest to wetlands were removed

Retention basin 3 was increased 3.5 times, basin 1 moved away from hay bales.

 

Chris Perkins – Weston Sampson

1st time seeing revised plan. Will need time to review new designs to see if they meet quidelines

Discussion of swale on Seabrook Road, Bill had concerns of the swale maintenance over the long term.

Also thought Unit 20 & 21 too close to detention ponds.

Brian said there is only a 1% slope along the R.O.W.

 

Abutters Present:

Hawk Baxter- In favor. Project has brought Sewer & water to Seabrook Road.

Dana Simard-In favor.

Patty Stanley-In favor. Owns the first house of the project. Very happy with home and would like to see the project move forward .

Concerns with the Proforma, Disclaimers

  1. Acquisition costs inaccurate
  2. Reconstruction cost of Seabrook Road
  3. Site preparation costs-would like to see some backup of costs
  4. Questions on the construction management costs.
  5. Consultants costs

 

Atty. McCarron talked of new guidelines for 40B- Practical Guide for zoning-application

By Mass Housing Partnership

Acquisition costs based on fair market value

Guidelines suggest 80K + 2K per unit over 20

Revised Proforma based on new guidelines.

 

Fred Knowles- in favor of project – not enough affordable housing or family housing in  town.

Jerry Klima read a letter from abutter Morrison stating that she signed Mr. Hills earlier petition based on her belief that there were only to be 7 new houses.  Mr. Klima had concerns about the other petitioner’s signatures and whether they misinterpreted the petition or where influenced by getting water and sewer on Seabrook Road.

 

 

Resident 13 Seabrook Rd.-Mr. Klima statement misguided since residents will not get water and sewer free but will pay $7,00 hook up charge.

 

Ed Hill-Showed all neighbors copy of project plan and a statement that 60 homes to be built and 7 already built.

He will be building quality, well-designed single family, detached homes with landscaping and open space, not three level condos or apartments.

 

Carol Baxter-talked about the DPW 5 year plan and the chapter 90 funds for Seabrook Repair work.

Charlie called for any residents in opposition. None.
