Meeting Began : 7:25 P.M.

 

 

Old Business:

 

North Point Builders –Comprehensive Permit

                                                Brian Knowles,  Chris Perkins-Weston Sampson present

               

Additional engineering plans with sewerage, drainage and stormwater management to provide for the 60 units. An informal meeting with the Conservation Commission is scheduled for May 2nd. Vanasse & Associates contract for traffic study has been signed, they have made a site visit and will be reviewing. Chris Perkins with write a report with his comments and distribute to the board members before the next meeting.

 

Motion by Tim Lamprey to continue May 24th

Case 05-114                204 North End Blvd. – Northend Landholding-Att.John Carlson, representing

                                No abutters present

                                Request for third level deck

Charlie Mabardy spoke with the building inspector and he recommended he meet with the owner to resolve issues regarding the proposed deck.

Case 05-117         585 North End Blvd. – Frank Gorman, Attorney Lisa Mead, Jim Babbin-Millennium Engineering  present

                                Request for 8 two bedroom-mixed income units. 2 affordable in accordance with chapter 40B.

Units to be same design as next door, 1200 SF, 1 ˝ Baths two parking areas per unit. Reviewed by HCD1/4/05, endorsed by Salisbury Housing on 2/14/05, endorsed by Beach Betterment.

Buildings will not meet setback requirements per dimensional table of Section 5, request waiver Section 9 for multi family in commercial zone, and section 6 lot area under .5 acre. Selectman resolved water/serer usage, DPW has said sewer in this area is paid by betterments and not part of federally funded Grant from EPA. Conditions for permit were discussed with town counsel. Per Frank Gorman abutters at rear of property have met with him and are in favor of project.

 

Motion by Kendra to close case to review and make a decision by May 24th

                                No abutters present

                                Request for detached garage within the front setback line.

Ledge at rear of garage area prevents moving further back.               

                               

Motion by Bill to approve the plan with a 25’ setback from front of property.

2nd by Kendra, all in favor.

 

Case #05-121       25 11th St. – Sherry Libby

                                No Abutters Present

                                Request to raze existing dwelling and replace with new dwelling on piles

New dwelling to be in approximate footprint of old, except side set backs will now be in  conformance, not encroaching.

 

Motion by Bill to accept per plan

2nd by Kendra, all in favor.

 

Case #05-122       18 Ocean St.- Wave Properties-Jim Peck, Jim Babbin-rep

                                No abutters present

                                Request to raze exiting three family, replace with two family within side setback and

                                Request for variance for height at stairwell to be 38’

 

Motion by Kendra for board to do a site visit and continue to May 24 th

Other Business

 

Falling Leaf Realty Comprehensive Permit – Plans and engineering items received from Cammett Engineering to be addressed prior to the issuance of a building permit.

Motion by Kendra to have Weston and Sampson review

2nd by Bill, all in favor.

 

Informal presentation from Brian Knowles for affordable units on Libby Street.

Suggestions:  consult with the Housing Partnership

        increase density and open space,with“Smart Growth”
