Meeting Began : 7:20 P.M.

 

 

Old Business:

 

Case 05-108                61 Bridge Road- Kalil Marine

                                No abutters present

                                Request for Special Permit for sales and storage of boats

Patricia Hekmatpour presented a business plan. There will not be any servicing of boats.

Storage will be for maximum 20 boats, will provide a 6’ screened & fenced gated area for safe storage.

Motion by Bill Spinney to issue Special Permit to be reviewed and renewed in 2 years. Requirements:

Roughly  a 50’ x 30’ fenced area, to be minimum  6’ high, screened, gated for safety, & security lit (motion).Area to provide adequate drainage with retention for any possible spills. The specific area will be based upon approval of  the conservation commission. Hours of operation will be seasonal. Mon-Sun. in summer months and Mon-Sat during winter, 9:00 A.M-5:00 P.M..

2nd by Mark Whitmore,  Charlie Marbardy and Kendra Pike-Osgood in favor, Tim Lamprey abstained as an abutter.

 

 

Case 05-115                119 Ferry Road – Robyn Martin

                                No abutters present

 

Robyn Martin presented her business plan and hours of operation. Grooming will be no more than three dogs a day, no signage, hours 8:30 A.M. to 5 P.M. Monday thru Saturday, appt.only. Parking available for 15 cars.

Motion by Bill Spinney to approve as presented to be reviewed and renewed in 1 year.

2nd by Mark Whitmore, in favor: Charlie and Tim (Kendra did not hear opening of case-no vote)

               

Case 05-116                204 N. End Blvd. – Arthur Dailey-Northhend Landholding

                                No abutters present, Letter from abutter against project- letter read by Kendra

Discussion on  previous variance requests and approval.

Plan reviewed with questions on dimensions of existing structures.

Board would like to have building inspector verity the existing dimensions.

Motion by Tim to continue and request the Building Inspector measure the existing deck.

2nd by MarkWhitmore, Charlie and Bill in favor.  (Kendra did not hear opening of case-no vote)

 

Case 05-118                46-48 Bridge Road                        

                                 Attorney Bill Flaherty, Craig Hudson Jr. present

Tim Lamprey abstained as an abutter, from hearing case.

David Barman, representing abutter, Papoulas family, stated a site plan is required and that the application does not clearly state a reason for special permit. Abutters concerned with the drainage onto their property.

Mr. Flaherty read two letters from the direct abutters, Robert Dow and Mr. Blaney-both had no objections to the proposal. Hudson’s at 50 Bridge Road currently has a license for sales and service. 46-48 Bridge Road to be used as additional parking, boat storage and display.  Only the front  200’ feet of lot will be usable due to wetlands. 100’ of front  to be paved for customer parking, the remainder will be fenced area for boats. Bill suggested two permits may be required. One for  marine use and one for boat sales and storage.

Motion by  Bill to continue until June 14th-after the Conservation Comminssion and Planning Board have made a decision.

2nd by Kendra, Charlie and Mark in favor, Tim abstained.

 

Case 05-119                 6 Dock Lane-Mr. & Mrs. Brian Cameron

                                No abutters presents

                                Request to remove trailers and existing buildings on  the lot and construct a  two unit side by side duplex, which will meet all required setbacks. Currently classified as a two family lot per the assessor office.

Motion by Tim to approve per plan,

2nd by Bill , all in favor.

 

Case 05-101                167 Elm St. – Scott and Richard Kelly

                                No abutters present.

                                Request for an accessory apartment.

Building currently has an apartment with approximately 1200 SF. The proposed accessory apartment will have 850 SF. On town sewerage, has letter from planning and BOH stating they have no problems with the request. There will be two designated parking spots for each unit.

Motion by Tim to continue until April 26th for a copy of the letters and a revised layout showing dimensions of the requested apartment.

Case 05-117         585 North End Blvd. – Frank Gorman, Attorney Lisa Mead, Eric Botterman present

                                Request for 8 two bedroom-mixed income units. 2 affordable in accordance with chapter 40B.

Units to be same design as next door, 1200 SF, 1 ½ Baths two parking areas per unit. Reviewed by HCD1/4/05, endorsed by Salisbury Housing on 2/14/05, endorsed by Beach Betterment.

Buildings will not meet setback requirements per dimensional table of Section 5. Also requesting a waiver of site plan review. Water service available and sewer will run through the site. Selectman resolved water/serer usage and water conservation would be addressed in condo docs. Traffic issue addressed, currently during summer months 500 per day at liquor store, will be reduced by approximately five per day per unit. Back of lot to be fenced, per request of an abutter and will have sidewalk repaired.

Abutter Bob Morely of Commonwealth Ave. in favor of project-great improvement to neighborhood and an increase in tax base.

Ed Ciraldi present, also in favor of improvements.

                                Frank Gorman request to close public hearing.

Motion by Tim to continue to April 26th for opportunity to review
