  1. Approval of August 10, 2009 Meeting Minutes
    1. MG moves to accept the minutes  - JD seconds – vote in favor 5-0 (unanimous)

 

  1. Discussion and vote on the Charter amendments recommended by Marilyn Contreas
    1. BC distributes for the Committee’s consideration copies of Ms. Contreas’ e-mail of August 10, 2009 containing her suggested changes.
    2. After discussion of the individual recommendations, MG moves that the Committee recommend making the changes to the Salisbury Home Rule Charter suggested by Ms. Contreas for §’s 3-1 (g), 3-2 (d), 4-2 (b), 4-2 (c), 4-2 (i) and 4-2 (u), and to take no action on the changes recommended for §’s 2-7 (c), 3-2 (c), 4-2 (k) and 7-9 (a) – JD seconds – vote in favor 5-0 (unanimous).

 

  1. Discussion and vote on the Charter amendments suggested at the August 10, 2009 public hearing
    1. MG moves that the Committee recommend changing the wording of § 7-9 (g) to read as follows:  Composition of Multiple Member Bodies – All multiple member bodies, when established, shall be composed of voters in the Town of Salisbury and have an odd number of members. Whenever the terms of office of a multiple member body  extend for more than one year, such terms of office shall be so arranged that as nearly an equal number of terms as is possible will expire each year. Town employees shall not serve on multiple member bodies that provide policies or guidance to the employee's Town agency.  Notwithstanding the foregoing, town employees and non-voters may serve on the Board of Assessors, the Beach Overlay District Design Review Committee, Ad Hoc committees, and as advisory (non-voting) members of other multiple member bodies.  - JD seconds – vote in favor 4 (BC, MG, JD, RS) – 1 (MC) - motion passes.

 

  1. Discussion and vote on the cover page and the table of contents to the amended Charter
    1. BC distributes for the Committee’s consideration copies of the cover page and table of contents that he has prepared for the presentation of the amended Salisbury Home Rule Charter to the 2009 Fall Town Meeting to be held in October. 
    2. MG moves to approve the cover page with the title “Salisbury Home Rule Charter – As Amended By The 2009 Charter Review Committee To Be Approved By The October 26, 2009 Fall Town Meeting” and to approve the Table of Contents as submitted, with the understanding that BC may make minor changes as necessary.  JD seconds – vote in favor 5-0 (unanimous).

 

  1. Discussion and vote on the report of the Charter Review Committee
    1. BC distributes copies for the Committee’s consideration of the “Report of the 2009 Salisbury Home Rule Charter Committee” that includes changes recommended by Committee members to the copy of the Report he distributed earlier by e-mail.
    2. MG moves to approve the Report as submitted with the addition to the sixth paragraph of wording regarding the addition of electronic publication that the Committee recommended.  JD seconds – vote in favor 5-0 (unanimous).

 

  1. Discussion of warrant article regarding the Pike School
    1. BC distributes for the Committee’s consideration copies of a warrant article he has prepared for the Fall Town Meeting that will abolish the Board of Trustees of the Pike School and combine their previous duties with those of the Town of Salisbury Historical Commission.  This article was previously submitted to Town Council who has made a number of changes.
    2. MG moves  to approve the warrant article for submission to Fall Town Meeting -  MC seconds – vote in favor 5-0

 

  1. Discussion of 2009 Fall Town Meeting Warrant Articles
    1. BC distributes for the Committee’s consideration copies of eight warrant articles containing the recommendations of the Committee that he has prepared for the Fall Town Meeting.
    2. MG moves to approve the articles as submitted for further review by Town Council with the understanding that the articles may be changed by BC prior to Fall Town Meeting to correct typos and/or to comply with any changes recommended by Town Council -  JD seconds – vote in favor 5-0 (unanimous).

The Committee votes by acclimation to adjourn at 8:08 PM.
