BOARD OF SELECTMEN MINUTES OF NOVEMBER 5, 2007 MEETING

PRESENT:     Selectmen Jerry Klima, Chairman; Don Beaulieu, Ed Hunt, Henry Richenburg, and Fred Knowles

ALSO PRESENT:  Neil J. Harrington, Town Manager and Janet Flannery, Secretary

 

I.          Call to Order/Salute to the Flag

Chairman Klima called the meeting to order at 7:00 PM.

 

II.        Acceptance of Minutes

            Minutes of October 15, 2007

Motion by Selectman Hunt, Second by Selectman Knowles; unanimously voted to approve the Minutes of October 15, 2007, as presented.

 

III.       Old Business - none

 

IV.       New Business

            a.  License Renewals:

Motion by Selectman Richenburg, Second by Selectman Beaulieu; unanimously voted to renew an Entertainment license for an arcade at Black Bear Campground – 54 Main St.

 

Motion by Selectman Richenburg, Second by Selectman Knowles; unanimously voted to renew General licenses for: Black Bear Campground – 54 Main St. for the sale/re-sale of non-motorized recreational vehicles and for the operation of a campground

 

            b. New Licenses

Motion by Selectman Richenburg, Second by Selectman Knowles; unanimously voted to approve a General license to the Beauty Studio – 191 Elm St.

 

Motion by Selectman Richenburg, Second by Selectman Beaulieu; unanimously voted to approve a General license to Old Time Sports – 10 Fanaras Drive

 

            c. Committee Appointments - none

           

            d. Update/Presentations: 

Board of Health:

Chairman Lou Masiello stated that they are still in need of another member on the Board.  He then outlined the regular business of the Health Department consisting of food licenses, pre-packaged food licenses, mobile home parks and campground inspections, licensing of septic installers, body art salons, and tanning salons, all of which are inspected periodically by the Health Agent.  The Health Fair, which has been successful each year, will be held again this year in March at the Elementary School.  Board minutes and agendas are being posted on the Town web site and the Board is presently working on getting miscellaneous forms and information on it as well.  They are also making progress on new regulations for rental apartments which would cover both the landlord and tenant.  Other towns have similar regulations in which an inspection and an occupancy permit is required prior to the landlord renting out an apartment.  Once the regulation is drafted a public hearing will be held before it is approved.  Another regulation being drafted is a floor drain regulation initiated by the DPW to protect the watershed area.

 

BOARD OF SELECTMEN MINUTES OF NOVEMBER 5, 2007 MEETING

 

The Triton School District health coordinator requested assistance by the health agent to be the coordinator in the event that the schools need to be closed due to a flu outbreak or for any emergency in which evacuation procedures need to be carried out.

 

Bob Fraser, Interim Health Agent, who started on April 9 said he has focused on the restaurant inspections on a day to day basis and all have been inspected once and he is now starting on the second phase which should be done by January.  He’s also inspected 6 campgrounds, 6 tattoo parlors, 11 pools, 15 motels with a total of 248 units and has responded to numerous tenant complaints.  To date he has sent out 44 notices to landlords addressing complaints that were lodged, including mold problems, lead, trash, and no heat.  Flu shots are scheduled to be given at the Hilton Center on Nov. 13 from 9:00 – 12:00 noon.

 

Linda Firth, a member of the Board of Health who is a nurse, discussed issues relating to the recent MRSA outbreak.  She has not had many calls relating to this in Salisbury but is putting out recommendations for a prevention strategy.  She believes the best way to prevent contracting this condition is careful hand washing and disinfecting of surfaces.  Another area where MRSA may be contracted is in the locker rooms since athletes don’t always wash their uniforms between games and they should be urged to do so.  Locker rooms are a breeding place for these types of germs.  In closing she emphasized that it is important for people to realize that MRSA infections are more common with people who are living with a compromised immune system.

 

            e. Schedule Emergency Management (NIMS) Training with Bob Cook

Mr. Harrington reported that Bob Cook informed him that training for the Emergency Incident Management System, which is mandated by the State, must be completed prior to December 31.  Therefore he requested that the Board schedule a workshop. The Board scheduled the workshop for December 13, 2007, at 7:00 PM in Town Hall.

 

            f. Selectmen’s Winter Meeting Schedule

The Selectmen decided to meet on the 2nd and 4th Mondays during the months of January, February and March 2008.

  • Notice of a Smart Growth/Smart Energy Conference on December 7 at the DCU Center in Worcester, hosed by the Comm. Of Mass. And the MA Chapter of the American Planning Association.
  • Notice of an MMA Selectmen’s Association meeting on December 28 at the Ferncroft in Danvers.

Selectman Hunt attended the annual Halloween parade at the Elementary School, as he’s done every year, and he’s noticed that the teachers are getting into it now and it’s great to see the parents and teachers interacting with the children.

 

Selectman Knowles said there have been great improvements made at the Boys & Girls Club and urged people to go by and check it out.  He also announced that the Santa’s Helpers will be having their annual fund raiser at Bevie B’s on November 18th.

 

Selectman Richenburg thanked everyone who turned out to attend Town Meeting.  Chairman Klima agreed and felt the large sign in the Square made an impact and suggested that the Town spend some money for signs to announce future Town Meetings.

 

Selectman Beaulieu attended a communications meeting last week at Triton which was very good.  The discussion was relative to the school getting budget information out to the communities sooner than in previous years.  Also, last Thursday he, Leah Hill and Lisa Pearson went to Whittier to see the table they are building for Town Hall.  He said that they were impressed with the facility and the finished product.
