BOARD OF SELECTMEN MINUTES OF OCTOBER 15, 2007 MEETING

WILLIAM HILTON CENTER

 

PRESENT:     Selectmen Jerry Klima, Chairman; Don Beaulieu, Ed Hunt, Henry Richenburg, and Fred Knowles

ALSO PRESENT:  Neil J. Harrington, Town Manager and Janet Flannery, Secretary

 

I.          Call to Order/Salute to the Flag

Chairman Klima called the meeting to order at 7:00PM.

 

II.        Acceptance of Minutes

            Minutes of Sept. 10, 2007 - Regular Session; Sept. 10, 2007 - Executive Session; Sept. 24, 2007 – Regular Session

Motion by Selectman Richenburg, Second by Selectman Beaulieu; unanimously voted to approve the Minutes of September 10, 2007 – Regular session; September 10, 2007 – Executive Session, and September 24, 2007 – Regular session as written.

 

III.       Old Business

            Proposed Acceptance of conservation land off Michelle Drive 

Motion by Selectman Beaulieu, Second by Richenburg; unanimously voted to remove from the table.

Eric Botterman from Millenium clarified the number of parcels that the Town is to accept.  At the last meeting he had said it was one, but the Assessor had pointed out that she believed two parcels were involved.  Mr. Botterman confirmed that two parcels are to be accepted and he presented a new deed adding the second parcel.

Mr. Botterman as said that the Conservation Commission has voted to approve acceptance of the land pending receipt of a final letter from Joseph Serwatka stating his satisfaction to the completion of the items on the punch list.  The Town Manager reported that the required title search of the property had not yet been completed.

Motion by Selectman Beaulieu, Second by Selectman Richenburg; unanimously voted to table the acceptance of the conservation land and have the Manager to post a meeting for 7:00 PM on October 22nd just prior to Town Meeting to vote on the acceptance.

 

IV.       New Business

            a.  License Renewals – no applications received

            c.  Committee Appointments

Cultural Council – 2 openings – 1 applicants: Constance Grasso and Linda

Boragine

Motion by Selectman Beaulieu, Second by Selectman Richenburg; unanimously voted to appoint Constance Grasso and Linda Boragine to serve on the Cultural Council, both for three-year terms to expire on June 30, 2010.

 

            d.  Update/Presentations:  Library Director and Conservation Commission

Mrs. Kyrios announced that the library was awarded the planning and design grant study possible library expansion, but before going out for bids she wants to wait until Town Meeting to see if the matching funds will be approved.

Mrs. Kyrios said that when the long range surveys were sent out in 2005 and returned, the

highest demands residents requested were for genealogy and family programming.  Therefore,

she has applied for a grant to purchase more DVD’s for family viewing.

 

She reported that the following reports had been submitted to the State: circulation information & statistics and the financial statement.  She said that the FY08 library budget meets the criteria for certification which is a tribute to the Town and the support she has received from the Town.  DVD circulation is up by 1000 over last year; new borrowers is up by 300 and borrowers are using the on line tools available to them; many borrowers have obtained library cards from the Boston Public Library and are going on line to download videos.  Children’s programs are going strong; 130 children signed up for the summer program and some events were too well attended so next year they may have to find an alternate site for some of the programs.  The website is up and running (salisburylibrary.org) and has seen over 29,000 hits.

 

The library has become the repository for the Pike Family documents and historical information and the Pike Family continues to provide money through a fund for the library to maintain the repository.  Last weekend the Friends of the Salisbury Library held a successful bake and book sale and plans are underway for a new and improved book sale next year.  Mrs. Kyrios thanked Liz Pettis, COA Director, for the use of the Hilton Center.  In March a fund raiser is being planned which will be like the Antiques Road Show where people can pay a fee to have items appraised.

 

Tom Hughes, Chair of the Conservation Commission, reported that since April the Commission had acted on 34 Notices of Intent, more than any of the surrounding communities, as well as 46 RNA’s, 1 ANRAD and 10 emergency certifications.  They continue to approve projects such as the Rabbit Road sewer project and they are busy working on processing applications, etc.

If people have any questions on cutting down phragmites they should contact Michelle Rowden.  In answer to a question regarding LandscapeXpress, Mr. Hughes said ConComm did go to the property with DEP and their certification of compliance has expired as well as the Town’s order of conditions; however the State has all enforcement authority and they have more ability to enforce the orders.  DEP has taken over and is working on a new certification of compliance.

  • Letter of resignation from Rodney Cook resigning from the Historical Commission and the Pike School Trustees.  Motion by Selectman Beaulieu, Second by Selectman Richenburg; unanimously voted to accept the resignation and to send a letter of thanks for his service.
  • Letter from Comcast regarding high density broadcast.
  • Notice of Chamber of Commerce monthly meeting.
  • Letter from Supt. Halloran re: presentation on October 18th at 7:00 PM at the Salisbury Elementary School on the District Improvement Plan.

IX.       Town Manager’s Report

Mr. Harrington gave a brief overview of his written report, a copy of which is available in the Town Manager’s office.

 

X.        Selectmen’s Report

Selectman Knowles attended the second Convener meeting for the cable access station and the by-laws were discussed and the name of the center will be Salisbury Community Television and Media Center. 

 

Selectman Beaulieu went to the school committee meeting where he addressed the issue of the computers not being up and running in Salisbury and it appears that this is a district wide problem and they only have one technician for the whole district.

He also announced that Thursday, Oct. 18th at the Hilton Center at 6:00 PM, there will be an introduction on the operation of the video equipment and anyone who wishes to learn how to operate it is invited to attend.

 

Selectman Richenburg said he attended the PTA meeting in Salisbury this past week and it was refreshing to see what they are doing and to see so many active parents and what they have planned for fund raisers.  The next meeting is Nov. 13th.  He also noted that this Thursday night the District Improvement Plan which is looking ahead to the next several years is going to be presented and he encouraged all parents to attend that meeting.

 

XI.       Executive Session

Motion by Selectman Knowles, Second by Selectman Beaulieu; unanimously voted to move into Executive Session at 8:20 PM to discuss tentative agreements with the dispatchers, Sergeants and Patrolmen, and DPW and to adjourn without returning to open session.  Present will be the full Board of Selectmen, Town Manager Neil Harrington and Secretary Janet Flannery.  Roll vote: Selectman Knowles – yes; Selectman Hunt – yes; Selectman Beaulieu – yes; Selectman Richenburg – yes; Chairman Klima - yes

 

XII.     Adjournment
