BOARD OF SELECTMEN MINUTES OF APRIL 9, 2007 MEETING

I.          Call to Order/Salute to the Flag

Chairman Richenburg called the meeting to order at 7:00 PM.

 

II.        Acceptance of Minutes

            Minutes of February 26, 2007

Motion by Selectman Beaulieu, Second by Selectman Klima; Unanimously voted to approve the Minutes of Feb. 26, 2007 as written.

IV.       New Business

            a.  License Renewals:

Motion by Selectman Hunt, Second by Selectman Klima; Unanimously voted to renew an Earth Removal permit for William Bartlett – rear Locust St.

 

Motion by Selectman Hunt, Second by Selectman Knowles; Unanimously voted to renew a Common Victualer license for: Willey’s Candy Shop – 4 Broadway, Normandy Lounge – 18 Broadway, Fish Tale Diner – 179 Bridge Rd., Rusnik Campground – 115 Lafayette Rd., and David’s Fish Market – 54 Bridge Rd.

Motion by Selectman Hunt, Second by Selectman Klima; Unanimously voted to renew a Repair license for: Bridge Road Auto Service Center157 Bridge Rd., Simmies Garage – 2 School Street, and Bob Fuller Truck & Repair Service – 4 Main St.

 

            b.  New Licenses

Motion by Selectman Beaulieu, Second by Selectman Hunt; Unanimously voted to table a General License application for Baystate Arms LLC d/b/a Bob’s Tactical LLC – 90 Lafayette Road and request the applicant to attend the next meeting and in the meantime request a report from the Police Chief or his designee as to the status of the requirements for this license.

            d.  Update/Presentations: 

            Library and Conservation Commission

Ms. Kyrios reported that since her last update they have working hard and planning for the future.  The demand for services is higher than ever and the user statistics are up.  New things have been added such as DVD collections, books on CD collections, and digital downloads.  Also a new product was added through the MVLC called a “virtual catalogue” so if there is a book that cannot be provided at Salisbury, it can be requested through any library, including college libraries and it will be sent to the Salisbury library.  A website is also available through the MVLC making Salisbury a 24/7 library.  The Friends of the Library has re-organized and revitalized.  A community survey was sent out with incredible response of over 800 which is a record for the North Shore.  The number one finding was that the library is very important to this community; everybody wants more parking, more hours, more non-book products, more CD’s and more DVD’s.  Another comment received over and over again is that the users want a bigger library, but at the same location on the town green.  After looking at the surveys and what the State requires in the long range plan they are going to need more space; the library was built in 1956 with an addition added in 1972.  The trustees planned an addition in 1984, but couldn’t find the funding.  There is a state Plan & Design Grant which is the first step of a long process.  The grant is for $40,000 with a required match of $20,000 from the town which will just be “a look” at the library as it stands now and what the town will need in the future.  A copy of the application was provided to the Selectmen which gives an overview of the library and the services provided, as well as projected growth.  In closing, Ms. Kyrios asked for the Board’s support for the $20,000 to be on the warrant in order to match the $40,000 state grant.

 

            Iora Alexander – Conservation Commission

Ms. Alexander reported in place of the Chairman who was unable to be present.  Since the last update ConComm has acted on 54 Notices of Intent, 21 Requests for Determination, 3 ANRAD’s and 4 Notices of Enforcement Orders.  The Commission had difficulty this year because of a high turnover due to the resignation of 2 members and 1 member being out of the country for several months.  They also had a member transfer to the Planning Board so they were unable to meet for two months, causing a large backlog.  However, as of May 2nd there will be 6 members and hopefully one more will be appointed. Ms. Alexander also reported that the Commission’s beach paving regulations have been re-written and are presently being proofed. 

 

            e.  Lion’s Club – Request to hold a boot drive

Motion by Selectman Klima, Second by Selectman Beaulieu; Unanimously voted to allow the Lion’s Club to hold a boot drive on May 12, 2007 from 10AM – 2PM near Simmies Garage subject to the approval of the Police Chief.

 

            f.  Vote re: Zoning Amendments        

            g.  Vote re: Zoning Map Amendment

Motion by Selectman Klima, Second by Selectman Beaulieu; Unanimously voted to have the Selectman put the warrant articles submitted by the Zoning Review Committee relating to proposed amendments of Section XF, Inclusionary Housing Requirements and Section XXII, Wireless Communications Facilities of the Town’s zoning by-laws as well as a zoning map amendment on the warrant for the Town Meeting and submit them to the Planning Board so they can schedule the public hearings in accordance to MGL 40A, Section 5.

  • Two MMA Action Bulletins: One pertaining to the release House Ways & Means Committee budget by April 11th and the other regarding to the minimum local aid budget set by the House and Senate.

Mr. Harrington gave a brief overview of his written report, a copy of which is available in the Town Manager’s office.

Selectman Hunt publicly thanked the DPW and his staff for putting on another successful Easter Egg Hunt this year.  He said there were many kids there as well as Wiggles the clown.

 

He also reported that in going through some old records he found an “Introduction to Zoning for the Town of Salisbury” dating back to 1961 highlighting a section related to the issues pertaining to Landscape X-press with the odor and noise.

 

Selectman Klima announced that the Town DPW and Planning Department and Salisbury Coastal Trails are having a work day on the Salisbury Point Ghost Trail with Timberland Company and local volunteers on April 19th starting at 8:30 AM.
