I. Call to Order/Salute to the Flag
Chairman Richenburg called the meeting to order at 7:00 PM.
II. Acceptance of Minutes

Motion by Selectman Hunt, Second by Selectman Knowles; Unanimously voted to accept as printed.
III. Old Business
General License - Ramson Kennel for the operation of pet boarding and retail pet supplies
Motion by Selectman Hunt, Second by Selectman Knowles; Unanimously voted to remove from the table.
Motion by Selectman Beaulieu, Second by Selectman Hunt; Unanimously voted to approve the general license on the condition that proper authorization was obtained from the ZBA before issuing this license.
IV. New Business
License Renewals:
Prior to approving the licenses Selectman Beaulieu said he wanted to make sure that all licenses with conditions are in compliance and he was going to highlight those applicants and read the various conditions so that the public will know that the conditions are being adhered to. Licenses that are highlighted are noted with an *.

Landscape Xpress: Selectman Hunt was called last Saturday evening from Lena’s re: an odor blowing into his building. He then called the police department and requested that a cruiser meet him at Lena’s. When they arrived there was no odor because the wind had shifted. Selectman Hunt and the officer then walked into the yard at Landscape Xpress and the officer smelled the odor; they returned to Lena’s and had a report filled out. Selectman Hunt feels that Landscape Xpress does just about what they want to in spite of what the code enforcement officer tells them. He further stated that at 3PM on Saturday he witnessed a truck come off the highway and dump a load at Landscape Xpress and take off. He requested that action on this renewal be held off at this time.
Chairman Richenburg said he received a call Thursday night from Lena’s complaining of a smell during the day. He had the code enforcement officer go to the site on Friday and they were watering down the piles; he told them not to do anything until after Dec. 25th and he explained to Mr. Fortin what h e did and if he sees them doing anything he’s to call right away.
Motion by Selectman Knowles, Second by Selectman Hunt; Unanimously voted to table this license renewal until a determination can be made in deciding what course of action may be taken.

Motion by Selectman Beaulieu, Second by Selectman Knowles; Voted to approve an Entertainment license to Kitten’s - 99 Bridge Rd for a juke box/recorded music and live entertainment with the conditions cited on the license. VOTE: 3 yea’s - Selectman Hunt abstained. Motion carried.
Selectman Hunt said he understands that there is a liquor license and if his vote was needed he would do so, but doesn’t want to vote on it.

d. Update/Presentation: Fire Chief
Chief Souliotis reported that his department has now received the new fire truck; it is in service which brings the Town up in time. All pumps are now in FDA compliance. In July he started the new call dispatchers who work Thursday thru Sunday enabling 3 people to be on the truck to respond at all times. 4 more call firefighters have been added bringing the total to 11. There were over 500 people who attended the open house in October, and last Saturday there were over 500 people served at the Santa Breakfast.
The following items have been rebuilt by his department:
· the old sewer truck which is now used for a forestry truck.
· the old boat that the police dept. had put out for surplus.
· the police department’s old 4 x 4 to be used for forest fires.
· they will be rebuilding a truck received from Seacoast Motors which will replace a current pick-up.
Inspections have doubled and this year the number of calls responded to are in excess of 400.
Selectman Hunt complimented the Chief and his staff. Chairman Richenburg thinks the department is more community oriented this year over last and gave a big thank you for all the fire department has done all year.
e. Approval of Taxicab License Issued by the Town Clerk
Motion by Selectman Hunt, Second by Selectman Knowles; Unanimously voted to approve the license as issued by the Town Clerk.

VII. Correspondence
· Letter from Westside Truck Equipment with a donation to be used at the Town’s discretion. Motion by Selectman Hunt, Second by Selectman Knowles; Unanimously voted to accept the check and give it to Santa’s Helper.
· Letter of resignation from Dan Ouellette resigning from the Housing Trust Fund. Motion by Selectman Beaulieu, Second by Selectman Hunt; Unanimously voted to accept the resignation, write a letter of thanks and post the opening.
VIII. Hearings -
7:30 PM - Request for abatement of sewer access fee for numbers 4, 3, 5 and 6 Souther Lane and 31 Forest Rd.
Motion by Selectman Beaulieu, Second by Selectman Hunt; Unanimously voted to open the Hearing at 7:30 PM.
Chairman Richenburg announced that a letter had been sent by the residents requesting the abatement asking that the hearing be postponed.
Motion by Selectman Beaulieu, Second by Selectman Knowles; Unanimously voted to postpone the hearing until a date to be determined when the applicants would like to have the hearing.
Mr. Whaley was present and requested the Board to hold off on their decision which was tabled at the public hearing held at the last meeting until there is a full Board.

Mr. Harrington summarized his written report, which is on file in the Selectmen’s office.

Selectmen Hunt:
Asked the status on the Library opening Saturdays. Mr. Harrington said it was a funding issue but he is hopeful that something can be put in place the first of the year.
Regarding Long Hill Cemetery, Selectman Hunt received a letter from one of the trustees inquiring if the Town would be interested in taking over the cemetery. The Manager said the trustees were created by an Act of the Legislature so there is a question as to what they can do relative to the assets. It is not Town property but at some point it may very well become town property.
This last week the Town lost two well known people in the community: Nick Papoulias and his sister Nancy Ruhp. They were very good people and always looking to help people in need; they will be sadly missed by family and the community - “May God Bless Them.”
Selectman Beaulieu:
Attended the Triton School Committee meeting regarding the budget and they are having a meeting in January for the general public. He serves on the communications committee at Triton and December’s meeting was cancelled and re-scheduled to Jan. 4th which he will not be able to attend so if any other Selectman would like to go they may do so.
Sel. Beaulieu will be attending the COA Board of Directors meeting tomorrow.
Chairman Richenburg thanked Selectman Knowles for getting the mailbox erected in the square. He then wished everyone a Merry Christmas and prosperous and happy new year.
