Minutes from June 17, 2008 Meeting

 

Call to Order:  Meeting called to order at 7:00 p.m. by Louis Masiello.  Members present: Louis Masiello, Anthony Tuccelli, Joanne Housianitis, Cheryl Papandrea and Andrea Brochu, SBOH Secretary.   

 

Public Comments:

 

1.         Mike McDonald, a business partner to Brent Cummings who owns Keepsake Custom Tattoo spoke regarding tattoo regulations and the town allowing body piercing.  They will provide the BOH with a copy of the Town of Amherst’s tattoo and body piercing regulation and application.  Andrea will follow up to see if town counsel is reviewing the information which was previously provided.

 

Old Business: 

 

None.

 

New Business:

 

1.         Master Plan discussion – A presentation will be made at one of the July meetings relative to the Master Plan.

 

2.         Nurse’s Contract with HomeCare, Inc.

SBOH Action:  Motion made by Anthony Tuccelli; seconded by Joanne Housianitis.  Unanimously voted to approve nurse’s contract for July 2008 – June 2009. 

 

A Motion was made to Amend the Motion to Approve the Nurse’s Contract to add a paragraph D. requiring a quarterly status report be provided to the Salisbury Board of Health by HomeCare, Inc.  

 

SBOH Action:  Motion made by Cheryl Papandrea; seconded by Joanne Housianitis.   Unanimously voted to add paragraph D. requiring quarterly review as amended.  

 

Licenses/Building Permits:

 

1.         3 Brooks Road, Local Upgrade Septic System

SBOH Action:  Motion made by Joanne Housianitis; seconded by Anthony  Tuccelli.  Unanimously voted to approve septic plans. 

 

2.         8 Pine Street, Local Upgrade Septic System  

SBOH Action: Motion made by Anthony Tuccelli; seconded by Cheryl Papandrea.  Unanimously voted to approve septic plans.

3.         Temporary Food License: Sand & Sea Festival, Broadway Loop at Beach Center     

SBOH Action: Motion made by Joanne Housianitis; seconded by Cheryl Papandrea.   Unanimously voted to approve temporary food license contingent upon periodic inspection by the Health Officer. 

 

4.         Temporary Portable Toilet License: Dave’s Septic Service

SBOH Action: Motion made by Anthony Tuccelli; seconded by Cheryl Papandrea.   Unanimously voted to approve temporary portable toilet license contingent upon periodic inspection by the Health Officer. 

 

5.         License Renewal Tattoo: Brent Cummings, Keepsake Custom Tattoo

SBOH Action: Motion made by Cheryl Papandrea; seconded by Anthony Tuccelli.   3-1 voted to renew license.

 

6.         New License Tattoo: Mark Evans, Keepsake Custom Tattoo

SBOH Action: Motion made by Anthony Tuccelli; seconded by Cheryl Papandrea. 3-1 voted to approve new license contingent upon a medical certificate being provided to the BOH.

 

7.         License Renewal Tobacco: Marte-L Convenience

SBOH Action: Motion made by Joanne Housianitis; seconded by Cheryl Papandrea. Unanimously voted to renew license.

 

8.         License  Renewal Campground: Rusnik Campground

SBOH Action: Motion made by Joanne Housianitis; seconded by Anthony Tuccelli. Unanimously voted to renew license.

 

 

PUBLIC HEARING HELD AT 7:30 REGARDING HOUSING REGULATIONS

 

There was no public present to comment on the regulations.  There is a typo in paragraph 5 where the word “in” needs to be put in after the word “result”.  A signature page also needs to be added. 

 

A Motion was made to amend paragraph 5 to change the word “shall” to “may” in two places.  The motion failed on a 3-1 vote.

 

A Motion was made to adopt the housing regulations by Joanne Housianitis; seconded by Anthony Tuccelli.  3-1 voted to adopt the housing regulations.

Health Officer Report/Correspondence: 

 

The Health Agent needs to follow up with the Building Inspector regarding 57-63 Railroad Avenue and if the building is structurally unsound and should be demolished.

 

Members Report: 

 

Joanne Housianitis thanked Louis Masiello for all of his years of dedication to the Salisbury BOH.

 

Accept Minutes of Previous Meeting: 

 

SBOH Action: Motion made by Anthony Tuccelli; seconded by Joanne Housianitis. Unanimously voted to approve meeting minutes of June 3, 2008.
