Minutes from June 3, 2008 Meeting

 

Call to Order:  Meeting called to order at 7:11 p.m. by Louis Masiello.  Members present: Louis Masiello, Anthony Tuccelli, Joanne Housianitis, Andrea Brochu, SBOH Secretary, Alexander Parker, Title 5 Inspector and Robert Fraser, Interim Health Agent.   

 

Public Comments:

 

1.         Todd McGrath from Millennium Engineering spoke regarding a leach field at Heritage Park needing to be replaced.  Todd McGrath and Alexander Parker will work together and submit an As Built to the BOH when the work is complete. 

SBOH Action: 

Motion made by Joanne Housianitis; seconded by Anthony Tuccelli.  Unanimously voted to remove one system and connect the new system.

 

Old Business: 

 

None.

 

New Business:

 

1.         Don Levesque – Discussion regarding Beach Center Trash Removal.

Don discussed that the winter trash schedule is October through April and pickups are Saturday and Sunday evenings at 6:00 or 7:00 p.m.  Friday night pickups are if necessary.  The summer schedule begins May through September and the schedule is every day.  During special events (including July 4th) pickups are 3 times per day.

 

Don will look into the cost of square barrels for the beach center.  The Board recommended replacing the beach center with all square barrels. 

 

2.         Brent Cummings from Keepsake Tattoo spoke regarding the town’s tattoo regulations and the allowance of body piercing.  He submitted proposed revisions to the town’s tattoo regulations for the board to review.   He will also provide the Board with more material from DPH regarding body piercing.

 

3.         Dr. Esteban Cuebas-Incle, Northeast Mass. Mosquito Control had a presentation regarding mosquitoes in our area and how to protect your family, property and peripheral.

Licenses/Building Permits:

 

A Motion was made by Joanne Housianitis; seconded by Anthony Tuccelli.  Unanimously voted to remove items 2, 3 and 6 from the agenda without prejudice. 

 

1.         10 Day Emergency Permit, 9 Trout Way

SBOH Action:  Motion made by Anthony  Tuccelli; seconded by Joanne Housianitis.  Unanimously voted to approve permit with the condition of the approval of abutter(s). 

 

4.         License: Food (new); Cosmo’s Restaurant, 136 Rabbit Road

SBOH Action: Motion made by Joanne Housianitis; seconded by Anthony Tuccelli.  Unanimously voted to approve license contingent upon submission of a menu and final  inspection by the Health Agent.

 

5.         License: Prepackaged Food: Robyn Martin, 119 Ferry Road     

SBOH Action: Motion made by Anthony Tuccelli; seconded by Joanne Housianitis.   Unanimously voted to approve license. 

 

Other Issues: None.

           

Health Officer Report/Correspondence: 

 

Robert Fraser provided a report on the following housing inspections.

 

1 Elizabeth Lane – A hearing in Housing Court is scheduled for June 11, 2008 at 11:00 a.m.

 

3 Warren Ave – A hearing in Housing Court is scheduled for June 11, 2008 at 11:00 a.m.

 

57-63 Railroad Ave – A referral has been sent to the building inspector.

 

8 Poor Farm Road – Ongoing

 

96 Central Ave – Front and rear porches are piled with trash and filling in the cellar.  Bob will call Don Levesque to see if he can help.

 

101 North End Blvd – Went to inspect at the request of a social worker at Salisbury Elementary School.

2.         A Public Hearing will be held on Housing Inspections and Rental Permit Regulations at the June 17th meeting.

 

Accept Minutes of Previous Meeting: 

 

SBOH Action: Motion made by Joanne Housianitis; seconded by Anthony Tuccelli. Unanimously voted to approve meeting minutes of May 6, 2008.

 

Executive Session:  None.

 

Reorganization:  Lou Masiello will be resigning at the end of June.   A new chairperson and co-chair need to be appointed. 

SBOH Action:  Motion made by Anthony Tuccelli to nominate new Chairperson Joanne Housianitis to take office July 1st.  Appointment was accepted by Joanne.  Joanne nominated Anthony Tuccelli as Vice Chairperson to take effect July 1st.   Appointment was accepted by Tony.

SBOH Action:  Motion made by Anthony Tuccelli; seconded by Joanne Housianitis. Unanimously voted to adjourn meeting at 9:00 p.m.
