Minutes from October 3, 2006 Meeting

 

Call to order:  Meeting called to order at 7:00 P.M. by Linda Firth, Vice Chairmperson.

Members present: Anthony Tuccelli, Joanne Housianitis and Marie Blais SBOH secretary.  Also present, Horace Baxter, Health Officer.  Absent, Louis Masiello, Chairman and member Randy Hitchcock

 

Public Comments:  None

 

Old Business: 

  1. 29 Blacksnake Rd.: Site plan – Kennel and building permit

Owner Robert Whitfield presented information on how the feces is and will be removed from the premises.  Will check with other kennels around the area for best disposal practice and will report back to the BOH.

The building permit is a separate issue from the site plan which is for additional buildings.

The permit is to put roofs over existing kennel runs to provide additional protection for the dogs.

Harold Congdon, Salisbury Animal Control Officer was present and stated he will investigate the kennel (has received noise complaints from Seabrook, NH ACO).  Additionally, he discussed how animals are included in an emergency response plan.

SBOH Action:  Motion by J. Housianitis; Seconded by A. Tuccelli.  Board so moved to issue building permit.

SBOH Action:  Motion by J. Housianitis; Seconded by A. Tuccelli.  Mr. Whitfield to present plan for removal of animal feces at October 17, 2006 meeting.

 

2.      Wetland set back regulations:  Postponed until entire Board is present to discuss.

 

  1. Emergency Management Plan:  Health Officer, Horace Baxter commented the 

Memorandum of Understanding (M.O.U.) will be on a Warrant at the October 23, 2006 Town Meeting for approval.

 

New Business:  None

 

Licenses/Building Permits:

  1. 67 Rabbit Rd: New Construction of septic system

SBOH Action:  Motion by J. Housianitis; Seconded by A. Tuccelli.  Board approved contingent upon existing septic tank being removed and showing removal on the “As-Built” plan.

 

2. 123 Bridge Rd: Site plan review – change of use.

SBOH Action:  Motion by J. Housianitis; Seconded by A. Tuccelli.  Board denied plan:  Need to provide information on water & sewer lines and disposal of materials.

Licenses/Building Permits (continued):

3.  16 Folly Mill Rd:  Local Upgrade of septic system

SBOH Action:  Motion by J. Housianitis; Seconded by A. Tuccelli.  Board denied plan:  Show set-backs and identify water supply and locate where it is in Zone 2 (Water well district)

 

4.  52 Cable Ave: Building permit – endorse Health Officer’s signature  

      SBOH Action:  Motion by A. Tuccelli; Seconded by J. Housianitis.  Board approved  

      to ratify Health Officer’s signature on permit.

 

      5.  156 Bridge Rd: Site plan review – 3 story commercial building 

      SBOH Action:  Motion by J. Housianitis; Seconded by A. Tuccelli.  Board denied plan:   No

      indication of location of water and sewer lines, nor size of sewer line.  Must resubmit revised 

      plan to the BOH.

 

6.      License renewal: Tobacco: Richdale, Salisbury Discount House, Salisbury Mini-Mart

SBOH Action: Motion by A. Tuccelli; Seconded by J. Housianitis. Board approved  licenses.

 

7.  28 Locust St., Lot 2:   Building permit – endorse Health Officer’s signature  

     SBOH Action:  Motion by A. Tuccelli; Seconded by J. Housianitis.  Board approved  

     Health Officer’s signature on permit.

 

    8.  License renewal:  Tanning Salon:  Creative Cuts

    SBOH Action:  Motion by J. Housianitis; Seconded by A. Tuccelli.  Board approved renewal.

    SBOH Action:  Motion by J. Housianitis; Seconded by A. Tuccelli.  Board motioned letter to   

    be sent to owner to renew license on time for 2007.

 

    9.  233 Beach Rd: Site Plan review – Condominium complex

    The Board had concerns over snow removal so close to the wetlands.

    SBOH Action:  Motion by J. Housianitis; Seconded by A. Tuccelli.  Board approved pending  

   Conservation Commission’s comments and approval.

Health Officer Report/Correspondence:

  1. Inspections are going fine.
  2. Flu: Plan in place, will announce when and where.
  3. Senator Baddour’s Salisbury office will be October 12th in the EOC room at the fire station.
  4. Landscape company: Dust issue.
  5. Mosquitoes – trenching to take place in several areas of Town.
  6. Assisted Living thanked BOH for nurse going to the site for flu shots.
  7. Volunteer emergency response application forms are in the office.

 

 

Members Report:

1.      J. Housianitis:  Question of Mr. Baxter: 80 Railroad Ave – look into matter.
