Minutes from October 4, 2005 Meeting

 

Call to order:  Meeting called to order at 7:00 P.M. by Louis Masiello, Chairman .

Members present: Christopher Leahy, Linda Firth, Randy Hitchcock and Marie Blais SBOH secretary.  Also present, Horace Baxter, Health Officer.  Member Randy Hitchcock absent

 

Public Comments: None

 

Old Business: 

1.  Private Water Wells - Draft

H. Baxter: Comments regarding testing – Title V guidance is running water for 4 hours before testing (water quality).  He will call D.E.P. to see where the 4 hour time frame came from (310 CMR 22.22); Definitive testing frequency; Testing levels dependent on geographical location and age of wells

C. Leahy: Location of wells should be located and mapped out on the “As-Built” plans submitted by the Engineering firm           

L. Masiello: Document comments and email them to members

SBOH Action: Motion by C. Leahy; Seconded by L. Firth.  Unanimously voted to table until next meeting      

 

2.  12 Trout Way – Beaver Permit

Property owner Camille Peloso and abutter Steve Geata of 9 Trout Way present.

Provided abutters list containing the beaver dam to the Board.

SBOH Action: Motion by C. Leahy; Seconded by L. Firth.  Unanimously voted to request all affected abutters come to next meeting.  Letters to be sent both certified and regular mail.  Send a letter to the Conservation Commission inviting them to the next meeting regarding this matter.

SBOH Action: Motion by C. Leahy; Seconded by L. Firth.  Unanimously voted to revoke permits previously granted to trap beavers at 12 Trout Way.

 

New Business: 

1.  Salisbury Health Nurse, Judy Anderson

Gave an overview of her interactions as health nurse for the community.

Additionally, she provides the Health Department with updated cancer information annually.

Discussed early detection, outreach programs available through the American Cancer Society, effect of life style behavior has on certain cancers, screening processes and places.

Board Member L. Firth suggested a workshop on a specific type of cancer and advertise it in the newspaper.

Judy Anderson suggested notifying residents of workshops and screening clinics by including a flyer in residents tax bills.

Kendall Eaton requested to speak:  Can a questionnaire be sent out to all residents to establish cancer data.

New Business (continued): 

Judy Anderson will put together an early detection list and plan and submit it to the Board.

 

Licenses/Building Permits:

1.  License (new) Pre-packaged Food: Dick’s Variety North

Yogi Patel present

SBOH Action: Motion by C. Leahy; Seconded by L. Firth.  Unanimously voted to grant license

 

2.  2 Souther Lane: Sewer Waiver

Owner no longer needs waiver

SBOH Action: Motion by C. Leahy; Seconded by L. Firth.  Unanimously voted to withdraw without prejudice.

 

3.  15 Main St. – Local septic system upgrade

Owner Scott Cunningham present

Requesting a variance from 5’ to 4’ for the separation from water table (needed for parking vehicles).

SBOH Action: Motion by C. Leahy; Seconded by L. Firth.  Unanimously voted to approve with variance because it would significantly reduce use of property.

 

4.  Old County Rd (7 Unit condominiums) Site Plan

SBOH Action: Motion by C. Leahy; Seconded by L. Firth.  Unanimously voted to deny as submitted.  Notify Planning Board of the following:

Separation of water and sewer lines do not meet the 10’ min.

Dumpster on impervious material

No fire hydrants shown on plan

 

5.  142 Lafayette Rd Site Plan for proposed warehouse

SBOH Action: Motion by C. Leahy; Seconded by L. Firth.  Unanimously voted to deny as submitted.  Notify Planning Board of the following:

Lack of information on existing and proposed septic and water plans

No proposed floor plan shown

No dumpster shown

 

Other Issues:  None
