Minutes from September 20, 2005 Meeting
Call to order: Meeting called to order at 7:00 P.M. by Louis Masiello, Chairman .
Members present: Linda Firth, Randy Hitchcock and Marie Blais SBOH secretary. Also present, Horace Baxter, Health Officer. Absent, member Christopher Leahy

Old Business:
1. 12 Trout Way:
Emergency Beaver Permit
Owner Camille Peloso present. Explained the damn is not actually on her property but an abutter’s property, but the water from the damn is on her property. The length of the beaver dam is said to be over 100 feet long. What can be done since they do not own the land?
SBOH Action: None Chairman L. Masiello suggested they try and identify the abutters by going to the Assessors Office.
2. 128 Lafayette
Rd: D.E.P. Technical Deficiency
Todd McGrath, Millennium Engineering provided information that the deficiencies had been corrected by notifying abutters and sent in a sieve analysis to the D.E.P. Both of these documents were presented to the Board.
SBOH Action: Motion by R. Hitchcock; Seconded by L. Firth. Unanimously voted to approve recent design as submitted.
3. 16 Collins St.:
Action to resolve - Camper
Health Officer, Horace Baxter reported the camper had been removed from the property.
SBOH Action: Motion by R. Hitchcock; Seconded by L. Firth. Unanimously voted to recognize the issue has been resolved.
4. C. Leahy:
Private Water Wells Draft: 15 minute discussion
SBOH Action: Motion by R. Hitchcock; Seconded by L. Firth. Unanimously voted to table in the absence of member C. Leahy

SBOH Action: Motion by R. Hitchcock; Seconded by L. Firth. Unanimously voted to grant sewer waiver.

Waiver: Mosquito spraying school grounds September 9.
SBOH Action: Motion by R. Hitchcock; Seconded by L. Firth. Unanimously voted to approve as previously agreed upon for September 9 Emergency Waiver.

SBOH Action: Motion by R. Hitchcock; Seconded by L. Firth. Unanimously voted approve contingent upon re-inspection and resolution by Health Officer.

New: Tattoo: Jennifer Brett
SBOH Action: Motion by R. Hitchcock; Seconded by L. Firth. Unanimously voted approve as submitted contingent upon inspection of premises by Health Officer.
Other Issues: None
Health Officer Report:
1. Seabrook Treatment Plant Test report is available in the office
2. EEE & West Nile Virus: To this date we have not had a positive finding in Salisbury.
3. Disks on the Emergency Preparedness Plan will be sent into the DPH this week
4. Various correspondence on health, food, workshops and seminars are available in the office.
Members Report:
1. L. Firth: Emergency Management Plan draft is complete. Will need more work on second phase of the plan (chain of command issues).
Accept Minutes of Previous Meeting:
SBOH Action: Motion by R. Hitchcock; seconded by L. Firth. Unanimously voted to approve minutes of meeting of September 6, 2005.
Executive Session: Motion by L. Firth; Seconded by R. Hitchcock. Unanimously voted to go into executive session to continue the strategy/plan for Kendall Lane/John Longo issue.
