WARRANT FOR THE SPECIAL TOWN MEETING

TO: David L’Esperance, Constable of Salisbury

GREETINGS:

In the name of the Commonwealth, you are hereby required to notify and warn the inhabitants of the Town of Salisbury who are legally qualified to vote in Town affairs, to meet at the Salisbury Elementary School on Monday, May 19th, 2008 at 7:00 PM., to then and there act on the Articles in this Warrant.

ARTICLE ONE

To see if the Town will vote to transfer the sum of $35,000.00 from Free Cash to FY2008 budget line item number 0100.0210.5850 (Police Department – Vehicles) for the purpose of purchasing a new cruiser for the Police Department; or to take any other action relative thereto.

ON PETITION OF THE TOWN MANAGER

ARTICLE TWO

To see if the Town will vote to transfer the sum of $14,000.00 from Free Cash to FY2008 budget line item number 0100.0543.5770 (Veterans Benefits) for the purpose of funding benefit payments to veterans for the remainder of the fiscal year; or to take any other action relative thereto.

ARTICLE THREE

To see if the Town will vote to transfer the sum of $38,000.00 from Free Cash to FY2008 budget line item number 0100.0145.5285 (Treasurer/Collector – Tax Title) for the purpose of funding tax title legal costs for the remainder of the fiscal year; or to take any other action relative thereto.

ARTICLE FOUR

To see if the Town will vote to transfer the sum of $25,000.00 from Free Cash to FY2008 budget line item number 0100.0123.5302 (Town Manager – Legal Services) for the purpose of paying the Town’s legal bills for the remainder of the fiscal year; or to take any other action relative thereto.

ARTICLE FIVE

To see if the Town will vote to transfer the sum of $62,000.00 from Free Cash to FY2008 budget line item number 0100.0413.5433 (DPW – Snow Removal materials) for the purpose of funding a deficit in the Town’s snow and ice account for FY2008; or to take any other action relative thereto.

ARTICLE SIX

To see if the Town will vote to transfer the sum of $2,500.00 from Free Cash to FY2008 budget line item number 0100.0210.5240 (Police Department – Building Repair & Maintenance) for the purpose of paying the cost of installing a new emergency generator that has been donated to the Police Department; or to take any other action relative thereto.

ARTICLE SEVEN

To see if the Town will vote to transfer the sum of $12,500.00 from Free Cash to FY2008 budget line item number 0100.0124.5399 (Central Services - Other) for the purpose of funding a portion of an Army Corps of Engineers study relative to the flooding of Blackwater Creek; or to take any other action relative thereto.

ARTICLE EIGHT

To see if the Town will vote to transfer the sum of $5,000.00 from Free Cash to FY2008 budget line item number 0100.0161.5315 (Town Clerk – Bylaw Codification) for the purpose of updating the Town’s Bylaws; or to take any other action relative thereto.

ARTICLE NINE

To see if the Town will vote to transfer the sum of $4,500.00 from Free Cash to FY2008 budget line item number 0100.0413.5239 (DPW – Parks & Cemeteries) for the purpose of upgrading the baseball field adjacent to the former Memorial School; or to take any other action relative thereto.

ARTICLE TEN

To see if the Town will vote to transfer the sum of $2,000.00 from FY2008 budget line item number 0100.0295.5230 (Harbormaster – Equipment Repair and Maintenance) to FY2008 budget line item number 0100.0295.5111 (Harbormaster – Assistant Harbormaster salaries); or to take any other action relative thereto.

ON PETITION OF THE HARBOR COMMISSION

ARTICLE ELEVEN

To see if the Town will vote to transfer the sum of $14,000.00 from Free Cash to FY2008 budget line item number 0100.0910.5199 (Personnel Salary Reserve) for the purpose of funding a portion of the cost of the first year of a collective bargaining agreement between the Town and Teamsters Local 170 (Administrative Professionals) covering the term July 1, 2007 through June 30, 2010; or to take any other action relative thereto.

ON PETITION OF THE TOWN MANAGER

ARTICLE TWELVE

To see if the Town will vote to transfer the sum of $25,000.00 from Free Cash to FY2008 budget line item number 0100.0910.5199 (Personnel Salary Reserve) for the purpose of funding a portion of the cost of the first year of a collective bargaining agreement between the Town and Teamsters Local 170 (Department Heads) covering the term July 1, 2007 through June 30, 2010; or to take any other action relative thereto.

ARTICLE THIRTEEN

To see if the Town will vote to transfer the sum of $10,000.00 from Free Cash to FY2008 budget line item number 0100.0124.5279 (Central Services – Computer Hardware) for the purpose of funding the replacement of certain computers due to obsolescence and computer maintenance contract costs for the remainder of the fiscal year; or to take any other action relative thereto.

ARTICLE FOURTEEN

To see if the Town will vote to transfer the sum of $10,000.00 from Sewer Enterprise Fund Free Cash to FY2008 sewer enterprise fund budget line item number 6000.0440.5110 (Wages) for the purpose of funding the Sewer Department’s costs of the first year of a collective bargaining agreement between the Town and AFSCME Council 93, Local 939, representing the Town’s DPW employees, covering the term July 1, 2007 through June 30, 2010; or to take any other action relative thereto.

ARTICLE FIFTEEN

To see if the Town will vote to transfer the sum of $18,000.00 from Free Cash to FY2008 budget line item number 0100.0210.5450 (Police Department – Fuel) for the purpose of funding fuel costs for the remainder of the fiscal year; or to take any other action relative thereto.

ARTICLE SIXTEEN

To see if the Town will vote to transfer the sum of $7,500.00 from Free Cash to FY2008 budget line item number 0100.0910.5714 (Insurance and Benefits – Unemployment Insurance) for the purpose of funding unemployment insurance costs for the remainder of the fiscal year; or to take any other action relative thereto.

ON PETITION OF THE TOWN MANAGER

ARTICLE SEVENTEEN

To see if the Town will vote to transfer the sum of $85,201.00 from the Town’s Stabilization Fund to line item number 1414.1414.4970 (FEMA – Flood Reimbursement), for the purpose of closing out a deficit balance in the Town’s flood reimbursement fund, and also vote to rescind any unused borrowing authorized pursuant to Article 22 of the May 14, 2007 Special Town Meeting; or to take any other action relative thereto.

ARTICLE EIGHTEEN

To take any other action that may be lawfully taken at this meeting.

And you are hereby directed to serve this Warrant by posting attested copies in at least ten (10) public places in Town over two consecutive Sundays before the time of said meeting.

Hereof fail not and make due return of this Warrant with your doings thereon, to the Town Clerk at the time and place of said meeting.
