Installation of Main line on Date: Thursday, August 28, 2008 The Town is advancing with
construction of sewer & water main service along Rabbit Rd & Fanaras
Dr. The following work has been
completed: Gravity & force main sewer
installation, as well as water main replacement, is completed on Old Elm
Street, and nearly complete on that portion of Rabbit Road from the Old Elm
Street intersection to the southerly Fanaras Drive intersection. The
exception to this is a number of Rabbit Road sewer service connections that
must still be installed. Gravity & force main sewer installation is
also complete on approx. 600 Ft of Fanaras Drive, from the southerly Rabbit
Rd intersection to the proposed pump station. This work has been
accomplished under an Order of Conditions granted from the Salisbury
Conservation Commission on June 10, 2008 and the contractor has moved forward
to mobilize & perform work on Fanaras Dr. Date: Tuesday, August 12, 2008 The 6" Force Main &
8" Gravity Main on Rabbit Road from Fanaras Drive South 4,000
Feet: Both Mains should be completed by
the end of this week. Albanese will begin next week
paving the Main Line trench, weather permitting. 3-4 days of dry
weather is needed prior to paving for the area to dry out. Date: Friday, July 25, 2008 Rabbit Road is
now open to all traffic. Date:
Tuesday, July 22, 2008 Baker Road
will be closed at the intersection of Rabbit Road on Wednesday (7/23), Thursday
(7/24) and Friday (7/25) from 7am-5pm.
Local traffic only.
Residents are requested to use True Road, Bartlett Street or Cushing
Street. Date: Tuesday, July 15, 2008 Approximately 1,000 feet of sewer
main has been installed (includes portion of Fanaras Drive). Currently
prepping & paving existing gravel trenches. The project remains on schedule & no issues reported
to date. Date: Wednesday, June 18, 2008 We are in the process of
installing Water Services as well as Sewer Services on the Rabbit Road Water
& Sewer Main Lines. This work will continue through the end of
this week. Equipment has been sent to Fanaras Drive & work in
that area should commence the beginning of next week As
of 1:00pm on June 5, 2008: The
water is now back on at Rabbit Road (between Baker & Old Elm)...ahead of
schedule! A Water Shutdown will occur Thursday, June 5th, between the hours of 7am & 4pm. (We
anticipate the water being off for the entire period.) There are two
(2) hydrants involved. The areas that will be impacted are Rabbit Road,
between Baker Avenue & Old Elm Street. Pennichuck has notified
water customers in this area. Date: Wednesday, May 29, 2008 All Water Improvements & Sewer
Extension have been completed for the Old Elm Street section of this project. Old Elm Street is now paved &
"looks great!" Date: Friday, May 23, 2008 1) All water services are
completed & tested. 2) The new 12" Ductile
Water Main is activated. 3) Three (3) new Sewer Services
remain to be installed at the end of Old Elm Street. (Scheduled
for next week) 4) Pulverizing & Re-Claiming
of the road is being performed today. 5) Grading of the roadway to start
beginning of next week. 6) Asphalt is scheduled to be in
place next week. 7) All hydrants on Old Elm Street
have been changed over to the new 12" ductile iron water main & are
activated. They now have better Flows on Old Elm Street. (The
Fire Dept. has been notified.) Date: Monday, May 19, 2008 1) Tie-In Rabbit Rd & Old Elm
St Water Mains. 2) All water services & Main
have been installed. (They will be chlorinated & tested in the near
future.) 3) Sewer services & sewer main
to be completed on Old Elm Street this week. Date: Tuesday, May 13, 2008 A new 12" water line is
installed with appropriate gates & will be ready for use in approximately
two weeks. New sewer system is being
installed with appropriate connections. We have approx. 1,800'
completed as of this week. Excavation on Rabbit Road is scheduled
for next Monday, May 19th. Date: Monday, May 5, 2008 To date, 1500' of sewer has been
installed, 700' of water main completed, and 7 house connections.
This week's schedule includes
finishing water main installation and extension of water main on Elm Street. Major water shut downs are scheduled for this Wednesday, May 7th, between Robert's Electric &
the intersection of Old Elm Street. Tony from Pennichuck Water is
going door-to-door to notify residents of the shut-down. He
will leave written notice (yellow tag) on the outside door.
Water is expected to remain off for approximately 4-6 hours on May 7th.

What
is the scope of the project?
A: Sewer-Installation of 9,000
linear feet of sewer main/laterals
Water-Replacement and upgrade of water main/services on Elm St,

How long should the project take?
A: Approximately two years Q:
Who is overseeing the project?
A: The Town of Salisbury and Weston and
Sampson Engineering are overseeing the project and are onsite everyday. Q: Will there be road closures?
A: Minimal road closures are anticipated. Q: Who is the contractor?
A: Albanese Brothers, Inc. of Dracut, MA Q:
How invasive will this be to our property?
A: This project should be minimally
invasive to your property. When
your water line is connected to the new water main, we will be working in the area of your
water shut off box, which is located at the point where your property line
meets the Town’s property line (near the public roadway). The sewer portion should not affect
you at all during the installation.
Once the project is complete, you will be allowed to tie in to the new
sewer line. Q:
Will we be inconvenienced driving in/out of driveways or on the roadway?
A: On occasions, you may be
inconvenienced, but, it is our plan to keep all such problems to a
minimum. Norm Volpone (see
contact information above),the engineer representing the Town, will be on
site during the construction process to address any such issues. Q:
Will we be required to tie into the sewer line if our septic system is
fairly new?
A: No, you will not be required to tie
into the municipal sewer unless you have a failed septic system. Q:
If we choose to tie in will it benefit us to do so sooner rather than
later?
A: When you connect to the municipal
sewer system, you will be required to pay a sewer access fee of approximately
$3,000. The fee usually increases
3% to 4% each year. Everyone will
be assessed a betterment at the same time. You will be responsible to pay
that whether or not you choose to tie in immediately upon completion of the
project or if you wait until your septic system fails. Q:
If my septic system is in failure, can I tie-in when the sewer line
passes my property?
A: No, tie-in is only allowed after the
project is complete to assure that the project is done properly. Q:
If I want to sell my property before the project is complete and my septic
system is in failure, what do I do?
A: Contact the Board of Health at
978-462-3430 and they will advise you on the proper steps. Q:
If I currently have a sewer waiver from the Board of Health because I
am in failure, am I still responsible for renewing that annually?
A: Yes Q:
Will we be compensated if any damages occur to our property during
this project?
A: Yes. Q:
Why is the Assessor contacting me about this project?
A: The Assessor will be contacting
property owners (mostly commercial and industrial properties) to complete an
inspection. This is necessary in
order to properly determine the EQRs and subsequent betterments. Several inspections have already been
scheduled as a result of the April 10 meeting. Your cooperation will lead to an
